East Valley Properties is actively expanding its managed portfolio and welcomes opportunities to tender for larger residential developments across London and Essex.
We assess each opportunity individually, considering the number of homes, building complexity, staffing requirements, major works, compliance obligations and the level of management support required. Service charge budget, lifts and plant, fire and building-safety requirements, commercial elements and the expectations of the board all form part of that assessment.
This allows us to establish whether we can provide the appropriate resources before submitting a proposal - so that if we tender, we do so on the basis that we can actually deliver the service the development needs.
A meaningful proposal starts with information. The material normally required includes the development details, the number of units, the management structure, the current service charge budget, the latest service charge accounts, the lease, existing contracts, any on-site staffing arrangements, compliance information, planned major works and the desired commencement date.
East Valley Properties can respond to formal Invitations to Tender, Requests for Proposals and managing-agent questionnaires, as well as less formal requests from RMC or RTM directors who are simply comparing agents. The format of the invitation does not matter as much as the quality of the information behind it.
We will normally want to understand the development before finalising a proposal. Depending on the development this may include a site visit, a meeting with the directors or freeholder, and a review of the existing management problems, major works position and compliance issues.
The written proposal can set out the annual management fee, the management scope, the proposed inspection arrangements, any additional charges, reporting arrangements, the mobilisation plan, key responsibilities and exclusions. The interview gives you the opportunity to question the proposed approach, our systems, the reporting arrangements, communication standards and the mobilisation plan before any decision is made.
Before appointing any managing agent, a client may reasonably request evidence of professional memberships and redress arrangements, insurance cover, references, and details of how service charge money will be held. East Valley Properties is a member of the Property Redress Scheme (PRS032061) and holds Client Money Protection through Money Shield (CMP013659). In line with our wider approach, service charge banking is generally established in the name of the RTM company, RMC or freeholder rather than retained within East Valley, so the funds clearly belong to the client company.
Once appointed, mobilisation follows a structured handover from the outgoing agent. Mobilisation after appointment may include the following, depending on the development and the condition of the records handed over. Not every item applies to every appointment - the priorities are agreed with the board at the outset.
East Valley Properties does not automatically tender for every development. Before committing, we want to understand the complexity of the development, the expectations of the directors or freeholder, the management scope, the existing issues, the compliance position, any planned major works, the staffing requirements, the desired commencement date and - above all - whether we can resource the development properly.
Our objective is not simply to add another block to the portfolio. Before tendering, we want to establish that we can provide the level of management the development requires.
