    Block Management Romford

East Valley Properties is an independent block management company based in Romford town centre. We act as managing agent for RTM companies, resident management companies, freeholders and leaseholder-owned blocks across Havering, East London and the Essex border - delivering transparent service charge management, hands-on compliance and fast local response.

No commissions on insurance, utilities or contractors. Fixed annual fees. A local team on the ground in RM1.

    Our Office

    East Valley Properties
32, Halyards Court, 12-14 Western Rd

    Opening Hours

    Monday - Friday
    9:00am - 5:30pm

    Transparent Block Management

Your service charge should pay for your building - not hidden commissions.

    £0 Insurance Commission

We do not take commission from your building insurance premium.

    £0 Utility Commission

We do not receive commission or rebates from utility contracts or bills.

    £0 Contractor Commission

We do not add commission to contractor invoices or receive contractor kickbacks.

    Transparent Management Fee

Our management fee is agreed in advance, so directors can clearly see what they are paying us for.

    Why this matters

Some managing agents can supplement their stated management fee through commissions or other income connected with insurance, utilities and contractors. This can make it difficult for directors and leaseholders to understand the true cost of management.

East Valley Properties takes a simpler approach: our management fee is our management fee. We do not rely on insurance, utility or contractor commissions to increase our income from the blocks we manage.

Why Choose East Valley Properties for Block Management in Romford

Most national managing agents run Romford blocks from a desk in central London or further afield. We do the opposite. Our office is on Western Road, a short walk from Romford station, and our directors are personally involved in every block we manage. That local presence is the single biggest reason RTM companies and resident boards move to us.

We were set up specifically to fix the things leaseholders complain about: opaque service charges, hidden insurance commissions, slow responses, and budgets that bear no relationship to what the building actually needs. Every fee we charge is fixed and disclosed up front, and our commission-free approach is set out in the section above.

    • Romford-based team - on-site visits the same week, not the same month
    • Fixed annual fees agreed in advance, not a percentage of service charge
    • Direct access to a named property manager and a director
    • Strong local contractor network across Havering and East London
    • Experience taking over difficult or obstructed handovers from other agents
    • Specialist focus on small to medium residential blocks (4-60 units)
    • Full compliance support under the Building Safety Act and Fire Safety Regulations

Services Included in Our Block Management Service

Our standard block management service in Romford covers everything a residential building typically needs to run smoothly, stay compliant and remain financially healthy. Where a block needs more - major works, an RTM transition, utility rebilling - we provide that as a clearly priced add-on, never bundled or hidden.

    Service charge budgeting

Annual budgets built bottom-up from contracts, planned works and reserves - not last year's number plus inflation.

    Service charge collection

Demands issued in line with the lease, arrears chased proactively and clearly reported to directors.

    Accounting and reporting

Year-end accounts coordinated with independent accountants; quarterly management reports to the board.

    Contractor management

Vetted local contractors, competitive quotes for works, and oversight of attendance and quality.

    Compliance management

Tracking and renewal of FRAs, EICRs, lift inspections, lightning protection, water testing and more.

    Insurance administration

Buildings insurance procurement on a commission-free basis, with claims handled end-to-end.

    Company secretarial support

For RTM companies and RMCs - Confirmation Statement, directors' meetings and Companies House filings.

Major works and Section 20 consultation

Full statutory consultation, specification, tender and project management for works over the threshold.

See our full block management service and transparent pricing.

RTM Company and Resident Management Company Support

A large share of the blocks we manage in Romford and Havering are leaseholder-controlled - either Right to Manage companies that have acquired management from the freeholder, or Resident Management Companies set up at the point a development was built. The dynamics are different from freeholder-led blocks, and we structure our service accordingly.

Directors of RTM companies and RMCs are volunteers. They need an agent who handles the heavy lifting, explains decisions in plain English, and never leaves them exposed on statutory or compliance matters. We provide named-contact management, written board packs ahead of every meeting, and a clear separation between operational decisions (ours) and strategic decisions (theirs).

    • Full company secretarial support - Confirmation Statement, accounts and Companies House filings
    • Director onboarding and induction packs for new board members
    • Quarterly board reports with budgets, arrears, compliance status and works pipeline
    • Support with AGMs - notice, agenda, voting and minutes
    • Plain-English guidance on the RTM company's statutory obligations as landlord
    • Smooth onboarding from the previous freeholder or managing agent

Service Charge Management and Financial Transparency

Service charge management is where most managing agents lose the trust of leaseholders. Budgets appear from nowhere, reserves are spent without explanation, and year-end accounts arrive nine months late with line items nobody can match to anything real. We do this differently.

    • Budgets built from actual contracts, compliance schedules and a reserve fund plan - not last year +5%
    • Each demand is itemised and tied back to a budget line, so leaseholders can see what they're paying for
    • Arrears policy agreed with the board, then followed consistently - first reminder, formal notice, recovery action
    • Reserve funds held in a designated client account, separate from operating funds and from our own money
    • Quarterly financial reports to directors; year-end service charge accounts prepared by an independent accountant
    • No commissions on insurance, utilities or contractor work - every penny of supplier rebate goes back to the block

More on our service charge management approach and utility rebilling for apartment blocks.

Fire Safety, Compliance and Building Safety

The Fire Safety (England) Regulations 2022 and the Building Safety Act 2022 have significantly raised the bar for residential blocks. We coordinate the inspections, records and competent professionals needed to keep your building safe, compliant and properly documented - so directors and freeholders are not personally exposed.

    • Fire Risk Assessments by competent assessors, with a tracked remedial action plan
    • Emergency lighting testing and certification (monthly function tests, annual full duration)
    • Fire door inspections - quarterly for communal doors, annually for flat entrance doors in qualifying blocks
    • Lift inspections and LOLER thorough examinations every six months
    • Building Safety Act registration and safety case support for higher-risk buildings
    • External wall (EWS1) and cladding remediation - liaison with surveyors, contractors and funding routes
    • Asbestos surveys, legionella risk assessments and electrical EICRs on a tracked schedule
    • Resident engagement strategy where required by the BSA

Taking Over from Another Managing Agent

Most blocks we take on in Romford come from another managing agent. Sometimes the transition is smooth. More often the board has been frustrated for a long time - unanswered emails, unexplained service charge rises, missing compliance certificates, or a previous handover that was deliberately obstructed. We have managed every version of this, including blocks where the outgoing agent withheld records or accounts.

    1. Free, no-obligation review of your current situation, contracts and service charge position
    2. Formal notice served on the outgoing agent and a documented handover request
    3. Recovery of bank balances, ledgers, contracts, insurance records and compliance documents
    4. Reconstruction of missing records and a clean opening position on our systems
    5. Onboarding of leaseholders and directors with a clear day-one communication
    6. 30/60/90-day plan covering compliance gaps, arrears, contracts and any urgent works

    Areas We Cover Around Romford

Our Romford base lets us provide same-week site attendance across the London Borough of Havering and the surrounding Essex border. Local pages with more detail:

Within Romford itself we manage blocks throughout the town centre, The Brewery, Mercury Gardens, Western Road, South Street, Waterloo Road, Victoria Road, Main Road and Gidea Park - across RM1, RM2, RM3, RM5, RM6 and RM7.

    Why Local Knowledge Matters

Block management is a local discipline. The contractor who can attend a lift failure in Romford within two hours is rarely the same one a London-based agent would call from a national framework. The fire safety consultant who knows Havering's housing stock - the 1960s mid-rise blocks around Mercury Gardens, the modern Brewery developments, the converted Victorian houses around Gidea Park - is not the one sitting on a generic supplier list.

We have managed residential blocks across Romford and the wider London Borough of Havering for years. That experience matters in three practical ways: we know the buildings, we know the people who work on them, and we are close enough to be on site quickly when something goes wrong.

    Local building experience

Hands-on management of small to mid-size blocks across RM1 to RM7 - from converted houses to purpose-built developments around Romford town centre, Hornchurch, Upminster and Harold Hill.

    Trusted local suppliers

Established relationships with local contractors, fire safety consultants, lift engineers, EICR electricians and specialist block insurers who understand Havering's housing stock.

    Faster response times

Because we are based on Western Road in RM1, we can attend site the same day for urgent issues - rather than dispatching from central London or scheduling a visit weeks ahead.

Thinking of Changing Managing Agent in Romford?

Many resident directors contact us because they are frustrated with poor communication, slow contractor follow-up, unclear service charge expenditure or simply feeling that they have to chase their managing agent to get things done.

Changing managing agent does not have to be complicated. East Valley Properties can review your current arrangements, explain the practical steps involved and, if appointed, coordinate the handover from your existing managing agent.

You may be considering a change if...

Emails and calls regularly go unanswered
    Maintenance issues require repeated chasing
Directors have limited visibility over expenditure
Contractor costs or commissions are unclear
Service charge accounts or budgets are difficult to understand
Compliance actions are not being followed through
Directors feel they are managing the managing agent

    We can manage the handover

If you decide to appoint East Valley Properties, we can liaise with the outgoing managing agent to request the management records, service charge information, contracts, compliance documents and other information needed for the transition.

We can also help directors understand what should normally be handed over and identify important information that appears to be missing.

The practical process will depend on your current management arrangements and any applicable notice or contractual requirements.
