East Valley Properties provides block management across East London, including Stratford, from our Romford-based team. We are an independent managing agent working for RTM companies, resident management companies, share of freehold companies and freeholders.
Stratford and the surrounding E15 and E20 area contains a wide mix of leasehold stock, from modern purpose-built apartment blocks and mixed-use developments through to smaller resident-controlled buildings and older conversions. Each has its own lease structure, service charge arrangements and management demands.
We are a small, hands-on team. Directors deal with the people who actually manage the building, and our management fee is agreed in advance with no commissions taken behind it.
Much of the leasehold stock across E15 and E20 is purpose-built apartment blocks, including modern developments with lifts, communal plant, controlled access and shared amenity areas. Buildings of this type typically need structured planned maintenance, a properly evidenced compliance calendar and clear service charge reporting.
Alongside these are smaller purpose-built blocks and converted buildings in the older parts of Stratford and Maryland. These are often resident-controlled, with a handful of flats, and are frequently the buildings most poorly served by larger agents. We are happy to manage small blocks.
Directors and leaseholders often struggle to see what a service charge is actually paying for. We issue budgets and year-end accounts in a format that can be read line by line, with the reasoning behind each cost explained.
Where planned maintenance has slipped, buildings drift into a cycle of emergency call-outs. We put a planned maintenance and compliance calendar in place and report against it, rather than relying on a contractor's assurance.
Major works should be forecast, budgeted and consulted on properly. Where a Section 20 consultation is required, we administer it and keep leaseholders informed at each stage.

Our block management fees start from £1,995 per year. The annual fee increases according to the number of flats, the complexity of the building and the services required. The fee is agreed in writing before any engagement.
We do not supplement that fee with commissions from insurance, communal utilities or contractors. Where a Section 20 consultation is required, our administration fee is proportionate to the value of the works rather than a percentage of the whole project.

Right to Manage supportWhere major works or a long-term agreement trigger the statutory consultation requirements, we administer the Section 20 process: notices of intention, tendering, estimates, observations and the final award, with a clear report to leaseholders at each stage.
Our Section 20 administration fee is proportionate to the value of the works. The fee bands we publish are our own pricing, not statutory thresholds.
Fire risk assessments, EICRs, gas safety on communal plant, water hygiene, lift LOLER inspections and asbestos management run on a structured calendar with documented sign-off for each building.
Where a building falls within the Building Safety Act's higher-risk regime, we support the Accountable Person and Principal Accountable Person with the duty-holder obligations, safety case material and record keeping that regime requires.
